Island Paradise no longer have the attend scuba class at science center.

There is no class for scuba diving.  When my sims attempt to snorkel, they wind back on land.  When clicking on dive spot for experience sims, it has two diving clothing options, and both are grayed out. 

What happened and how can I fix it.  It's like this in all of my towns.
