Please verify that your Steam and EA accounts are properly linked- you can check which accounts are linked with your EA account by looking under the Connections section of your account here.
If you need to link your Steam to your EA account, you can do that by following the steps here.

Thank you for assisting me with this issue. However, I had already linked the accounts before purchasing Sims 3 on Steam. Here's proof:

@AlexTheHuskarl Can you download Store content? I ask because it's possible the site already recognizes you own the game, even though the icon is grayed out, and in that case, this would be a simple visual error. Riverview is free if you'd like to try, and there are a few free holiday packs too, plus all the user-made content on the Exchange.

I could download Riverview. Nevertheless, I can't download any item or lot from the exchange because of the game registration problem I described before. I can't download Create A World either.
