@Kayman04 There's no way to tell which cc is causing your issues. There's so much third-party content out there, and a lot of it is bad. Sometimes the cc is well made but takes more resources to render than you'd expect; high poly count hairs are a great example, as they can cause problems on lower-end cards. So you'll just have to test all of your content and get rid of any pieces that cause lag. You can pull your existing TS3 game folder out of Documents, launch the game to spawn a new one, and then start adding your cc into the new folder in batches and testing it out in a new game.
By the way, I hope you've capped the frame rates on that powerful graphics card that you have. TS3 has no built-in fps limiter, so a 1060 will throw rates well into the hundreds if you don't take care of it yourself. This can also cause in-game lag, but more importantly, your card could damage itself by working that hard.

@puzzlezaddict So I tested my CC and I found out that the problem was one of the NRaas mods (I think it was Master Controller), I installed a 4GB patch and I turned down my settings a little bit to avoid the game frying my GPU. There is no lag when I speed up the game and there is (almost) no lag when I click on my sims/computer. I think the problem has to do with my processor and/or my RAM, I have an i3-7100 @ 3.9 GHz and I have 4 GBs of RAM, which isn't the best and TS3 is a very demanding game.
If anyone has the same issue, NRaas Overwatch is a must to keep your game running smoothly.
(If you have a good PC, the other NRaas mods are also worth installing while they're still available.)

@Kayman04 There are a few things to note here. First of all, a 4 GB patch is unnecessary and has been since (I believe) Late Night came out, so almost eight years ago. Macs are still limited to 2 GB (and wouldn't be helped by the patch due to the way the game was ported into mac OS), but if your install is even close to updated, you don't need anything external.
Second, your computer is under recommended specs to run TS3 with even the moderately demanding packs. Your processor is better than most in its class (normally, an i3 wouldn't do well with this game at all), but with only 4 GB RAM, you're not going to be able to play with more than a few of the older packs before you start running into trouble. Your OS likely takes around 1.5 GB RAM for itself, and an ongoing game with all packs installed can easily require 2.5 GB just on startup. So I would think that your lag is much more likely due to insufficient RAM than anything else.
I also need to say again that if you have a 1060 card, you really do need to cap the frame rates in-game. If you don't, you could end up frying your card. It's not that difficult to lock in fps, if you're interested.
Finally, your problem was most definitely not MasterController. NRaas mods do not cause issues in general and only rarely conflict with other scripting mods, and never with each other, unless you have mismatched and/or outdated versions. (Even then, you'd get a notice about the problem when you loaded the Main Menu.) Additionally, MC doesn't do anything in-game unless you explicitly give it a command, so it wouldn't be silently slowing down or interfering with gameplay. I could certainly see where StoryProgression might cause issues, as it does perform functions on its own and takes some extra RAM to run, and you're short on memory as it is.
By the way, the usual recommendation (not that I'm making one) for keeping a game running smoothly is a combination of ErrorTrap and Overwatch, combined with others like Register that fix certain issues in real time instead of waiting for Overwatch's nightly cleanup. But if you have questions about how these mods function, you should reallly ask over at the NRaas website. The new developer and a couple of others are still active over there and maintain a forum for players with mod-related questions.
And don't worry about the mods disappearing. Wikispaces may be closing down, but the good people at NRaas will have their own website by that time and will continue to provide support for their mods.
