I had that problem to and it started after playing the same game a long time.
Are you clearing the 4 caches each time before you start the game
That wont fix it but its one thing you should make sure you do.
There are loads of threads on sims congregating in one place and I cant

The only thing that has worked for me sxs installing Overwatch and I never ever
use mods but it works for me and stopped loads of issues not all, but most
Im glad I was convinced as its very user friendly and clears loads of cars and
such things everytime i start the game.
When I had the congregating problem it happened because I called a audition for a movie
and they wouldnt stop coming or leave even with resets. they were also congregating at a park and sticking all together. I could not
fix it and had to start a new game BUT that was long ago and there is likely
a lot more on it. Another thing that was not fixed in the patch it appears
No wonder they never told what is in it.
