Late Night Bugs - Compiled List in first two posts

I'm having issues with the popups (the ones up in the right hand corner of the screen) not popping up or flickering so fast they can't be read. I then have to watch for the little arrow up there and click on it multiple times to get the pop up to stay long enough to read it. It's really annoying; I miss late bill warnings, party invitations, etc. because I can't see the popup.

I have all the EPs, SPs, and updates and no custom content.
