Launching Issues [Sims 3]

I have not played Sims 3 for a long time. i recently installed it on my new computer.

I know that my computer is more than capable of running it. 

system specs

windows 7

i7 processsor 4.0GHz

gtx 760 graphics card 

16GB DDR3 RAM

my issue is this, i updated the latest patch and i go to launch the game... however it gets stuck on the taskbar

i am launching the game through steam and have done the following

verifed game cache [came back perfect]

uninstalled and re installed sims 3 

deleted all content in file directory and re installed

please could you help me resolve this issue, i am assuming this is a patch issue please advice on what to do next
