Hi,
If I remember correctly, when you start a new game after installing it, you begin in tutorial mode. You can't make or select a family directly in this mode.
You have to either finish it or exit it.
I think you can exit the tutorial by going to edit town mode. Didn't do it for a long time so I can't remember exactly.

It happens to me everytime, so it's the first thing that came to my mind. 🙂
Yup exited that too and it doesntchange anything. The choose househol option is just gone. But it will let me add a household and then go in and change my active household, which will take me to the choose a household, but it doesnt so it unless i go in manually that way. I cant just create a new game and choose one. It is odd thats for sure.
So maybe the solutions suggested on Andromache link will work for you 🙂
