my horse's racing skill

I started training my horse for racing and got to level 4 and he's trained a lot more but the skill bar isn't going past just below the half way point and he isn't gaining skill. I want Angus to be a champion. Please help!

There are issues with the skill modifiers but I do not know if there are any non-mod solutions for this.

Unfortunately I can't talk about the mod ones here.

Is your game fully updated ? This has been an issue but I haven't read about it in a while so I thought maybe it was fixed.

Yeah its fully updated. I've went back through old questions and found someone else with the same problem so I'm trying one of those solutions.

I tried resetting the horse with the resetsim thing, going on vacation, and moving the family out then back in and nothing's worked.
