Please also test in both fullscreen and windowed modes. Specifically, switch from one to the other, quit the game, and reload at least once in each mode. Please also let me know whether you see the tint on your monitor when you're not playing.
Hi! My laptop is doing the very same thing! It doesn't do it with windowed mode- only full screen. I've also un/reinstalled. Here's my Dxiag, hopefully you can help me too! I also have little to no CC, I think I have house or two.

@LeighBloodMoon Just to make sure that custom content isn't involved, please test in a clean user folder. Move the entire Sims 3 folder out of Documents\Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. Don't add anything to it yet; just let me know whether you see the same issue in a new save. You can trash the new folder and put the old one back later, and doing so will restore your saves and other content.
Please also let me know whether there's a reason you're not running your monitor at its native resolution and have a 2 year old Windows 10 build. Addressing both of those is a good idea, but if you prefer your current setup, we can try to work with that.

@LeighBloodMoon The late reply isn't a problem, but please try the suggestion in my previous post, and let me know whether you're using an old Windows build and a different screen resolution for a specific reason or would be willing to update and switch, respectively.
