My sims can't progress past Romantic Interest!

I've just recently started playing the sims 3 again and I've noticed that my sims will not become more than romantic interests. No matter how full their relationship bar is, or how romantic they are, the options for boyfriend/girlfriend, get engaged, or get married, will never come up. My sims can't move in together or have children! I've uninstalled and reinstalled all of my games, I've gotten rid of custom content, but the options still never show up. Why is this happening and how can I fix it?

    Have either of them been in a prior relationship ?

    Have you tried using only romantic interactions ?

    Neither of them have been in a prior relationship, and yes I've only used romantic interactions.

    Try if NRass Overwatch or ErrorTrap mod can do anything for you. Maybe the relationship corrupted.

    The mods should be able to help you. I can't link here so just google.
