NPC's won't or can't leave my lots

I have been playing Sims 3 for years. Lately, the NPC's that visit my lots (lots plural, I have move and still have the same issue) and they either need heavy work to be able to leave or are impossible to make leave without deleting them through the cheat. I try to ask them to leave and it doesn't let me interact with the NPC and when they finally are allowed to ask the NPC it says they are leaving but they won't. I really do not want to delete every NPC that comes through. NEED HELP PLEASE THEY ARE SO ANNOYING
