I started a new household in the sims 3 and moved them into an apartment. As usual, the university Mascot visited and left a welcome basket. The problem is, the welcome basket is right in front of the mailbox and because of that my sims can't get the bills. But I can't get rid of the basket because I'm not allowed to edit outside my apartment and there's literally no other way to pay bills. What am I supposed to do?
@sealexandra First of all, when your sims have 24 hours left to pay a bill, you'll get a notice in the upper-right corner of your screen. Clicking the button to pay now will debit the money from your sims' household funds without their needing to access the mailbox. I know it's not a solution, but it does give you time if you don't want to use the other more immediate approaches.
With mods, specifically NRaas MasterController this is quite simple. Click the ground right next to the welcome kit, select NRaas > MasterController: (the one with the colon, not the bullseye) > Radius Purge > 3, and you'll see a list of items in that radius. Select the welcome kit and click the check mark, and the mod will delete it.
You can instead enable cheats, specifically these two, in order:

restrictbuildbuy in buildings off
You should then be able to edit any part of the lot. Don't forget to disable the cheats when you're done.
You could also move your sims out and edit the apartment lot in Edit Town. If you don't want them to live elsewhere, you could evict them in Edit Town and put them back when you're done, but they'd lose their promised wishes and opportunities.
