@AuntMorticha24 This site's responders are mostly fellow players who want to help, with a few community managers sprinkled in, so there's really nobody here who would have any chance of fixing this issue within the game code. Besides, there has been no development team on TS3 for years, so it's likely nobody at EA is ever going to address the bugs that are still present in the game.
From what I've read, the SetImportedTerrainOffest code is indeed the best way to force manually placed lots to match the level of the surrounding terrain.
