Well, you recognized your problem possibility. Now, it's just getting it out of your folder. What folder is your mods in? Are you using the new way, or the old way? IN other words, are they in your Program Files, or My Documents, assuming you are using a desktop, not MAC.
If they are in program files, then you need to actually use the new way, which is creating folders in this path, (My Documents/Electronic Arts/The Sims 3/Mods/Packages) and place ALL of your custom content, as .package files, in there. If they are sims3pack files, they should automatically go into the Downloads folder, so that shouldn't be a problem.
Next I would say let your game re-create the entire game file without reinstalling. Try that first and update post. Take out the entire The Sims 3 folder from the My Documents path, DON'T DELETE IT YET, and put in somewhere temporarily, then load your game again. That will actually generate an entirely new game, minus the CC. So, if it is a problem with that, you will know from this.
Do that first, and if it doesn't fix it, then we'll try something else. Hope this stops you from killing!! 😕mileyvery-happy:

Is the custom content .Sims3pack or is it .package?
I had the similar problem.
If you have a mods folder, delete it.
Do not install .package files.
It slows down your game start up.
My game works perfectly fine now.
I have .sims3pack stuff installed ( stuff that directly gets installed into launcher.)
