Purchased content not downloading at all

Hi! i have purchased a set through the sims3 store (http://store.thesims3.com/setsProductDetails.html?productId=OFB-SIM3:18278&categoryId=13700&source=sale) and it will not download.

i have tried using firefox (when i click "Download" nothing happens at all) and IE (it tries to load a new page but says

The webpage cannot be displayed     Most likely cause:

• Some content or files on this webpage require a program that you don't have installed.

i would like to be able to use the content i purchase before i purchase any more.

i bought/installed the game through steam, if that makes a differance
