@Drkwlf92 I can see that OneDrive is syncing your files, which can introduce a number of complications. So before proceeding, I'd suggest either stopping OneDrive from syncing anything or at least exempting the Sims 3 folder. The various approaches are covered in this guide, which while written for Sims 4 is equally applicable to Sims 3:
Pick the option that's right for you and let me know which one it is. If you get rid of OneDrive entirely, be sure to run the Command Prompt command and confirm that your Documents folder is no longer in OneDrive.
If you do get rid of OneDrive, you'll need to start the game once to create a new Sims 3 folder in the new Documents location, then move your files to that folder. I would do so a few at a time, at least at first, so you notice which ones aren't working. It's easy to lose track of custom content when you have a lot of it.
You may also need to reinstall the Sims3Packs currently in Downloads. I notice that a lot of the files in your screenshot are duplicated, with a 1 after some names. This may be a result of double downloads or of OneDrive messing with your data, but either way, get rid of the duplicates before (re)installing anything. The launcher's installer is fragile enough as it is without making it deal with multiple copies of the same item.
