@Mikester207 Try dragging your entire TS3 game folder out of Documents and onto your desktop. When you launch the game again, a clean folder will spawn with no content, including any potentially corrupt files. (Your saves will still be in the old folder.) Try out CAS and a bit of gameplay in this new folder to see whether it makes a difference. It would also be worthwhile to check what kind of framerates you're getting in-game. Bring up the cheat console (crtl-shift-c) and enter "fps on" without quotes, and a number will appear in the upper right corner of your screen. ("fps off" will make it go away.)
If a clean folder doesn't fix the problem, it would be helpful to see your deviceconfig file inside your game folder (Documents\EA\TS3). You only need to copy the first 40 lines or so, until you get to the list of game options. Your computer's username will be listed, but you can delete that and just copy and paste the rest here.
