@Ayamjago56 The Sims 3's biggest problems are not related to the OS, although the age of the game certainly doesn't help.
The short answer is: Yes, The Sims 3 can run on Windows 10 and modern hardware provided that you apply certain fixes to stabilize the performance and have decent specs that can support the game.
The longer answer: The Sims 3's lag is caused by several factors: poor cleanup of worlds (+ poor routing in some of them, which causes Sims to get stuck), lack of support for modern hardware (less of a problem, but may still have a small performance penalty) and the lack of a framerate limit (which may cause the game to go into the 3-digit territory and even higher on powerful graphics cards, and jump between low and high FPS quickly which may put a lot of strain on your GPU).
However, all these issues can be remedied and the game is very likely to run smoothly if you apply the fixes. If you'd like more info, you can post your specs which may help estimate how well the game (and the packs) will run.

@Ayamjago56 After applying the fixes, The Sims 3 should run well on that hardware, even with higher settings and more demanding packs like Pets and Seasons. From personal experience, I can say that a standard GTX 1050 runs it well with all packs, so a Ti model should be fine. It would also be a good idea to install the game on the SSD.
@mate54I apologize but I don't understand on how install the game on ssd since this is my first time using a desktop computer? Also I heard from someone that the 120gb ssd drive is too small for this game.
