@yellohallo2 Please test with zero mods at all, and if the game is fine, test again with NRaas mods only. You don't need to save your progress; just let me know how it goes.
It's normal for the game to ask if you might want to move to a new town or place down lots, but only when you've installed or enabled a new expansion pack that the save previously didn't use. It's not normal for your sims' relationships to reset.

@yellohallo2 With no mods in play, do the relationships reset once, when you load the game the first time after removing the mods, and then stay stable? Or do they keep reseting every time you load the save? It's possible the relationship data was corrupted and the game can't recover it properly.
I'd also suggest adding NRaas ErrorTrap, Overwatch, MasterController, and (in your particular case) RelationshipPanel. If ET throws any errors aside from its usual Correction Logs (which can be ignored), you can take them to the NRaas site for interpretation.
