Did I understand correctly that the purchases you've made can't be found in your Launcher/Downloads? If so, it seems probable that it might be a browser problem.
Have you tried the Store on other browsers? If you use IE, try Firefox or Chrome or so on. Also you should try to update the browser; if you use an older version it might not work properly. I remember having same kinds of issues with store back in the day when I used a really old version of Safari and updating to a newer version fixed it for me back then.
Also some items didn't load to the game for me either, but it usually wasn't a big deal. I just logged off and after some time tried again and that did the trick for me.
