When you said that the game won't let you build "higher," what exactly do you mean by that?
i use the raise terrain tool to level the ground. here is what i mean.
1. i type in testingcheatsenabled true on the main menu
2. i go into build/buy and type in restrictbuildbuyinbuildings off
3. i use the raise terrain tool to raise the ground, leaving a flat surface on the top
4. i build a wall around the flat surface
5. then i use the flat terrain tool to flatten the "mountain" i created
6. a high building appears
but since the cheat isn't working, the tools don't let me flatten the "mountain".

Hmm...
The restrictbuildbuyinbuildings cheat has nothing much to do with what you're trying to do. That cheat was meant to allow people to go back in and edit a lot that they've turned into an apartment building. You see, when people place an apt shell from buydebug or add apt markers to a lot, the game blocks them from making more edits. So if they want to edit the lot, they have to type in that particular cheat.
Maybe you should look into constrainfloorelevation false/true to help you out. But restrictbuildbuyinbuildings was not meant for land sculpting, which is why it's "not working."

actually i tried editing a late night apartment building with the cheat but still it doesn't work. it worked really well before and now it is not. is there something wrong with my game or something?

@wolves7869 I'm really at a loss as to what's going on. Maybe you could try repairing your game via Origin or running the game without mods if you have any. Outside of that, I'm stumped.
