Screen Stutter / Lag / Freezing
Same problem here, fresh install, no saved games, no custom content, just base game, paradise island and town life stuff.
Tryed with base game alone, then only paradise island, and only town life, ...

I have this problem too and it's drving me crazy. All other games can run maxed, but sims refuses to cooperate with my computer.
My game seems to be running a little better now. Im still running tests. I reported all three of our problems and told EA we all have ASUS ROG and diffrent OS. OP is on windows 8.1 , Im on windows 8, and Zack on windows 7. I have a case opened and am going to install one EP at a time and see what happens. While Im doing this I have to shut down all backround tasks including all security so this will take a few days to do this with each EP. I dont want to say on line too long downloading with no security.
you can double check to see if your vsync is working. Use in game cheat. control+Shift+C , type testingcheatsenabled(space)true (hit enter)Then again control+Shift+C type fps(space) on...(hit enter) Your FPS will show in game in the upper right hand corner.
This is how I have my launcher set and game on high no problem. Even on high speed. The game looks great too with the video cards we have
most of the launcher is on default setting. I only change graphics and general settings
On graphics 1920x1080 and Hz in on default
Everythng in graphics is maxed out
General settings
I only have edge scrolling and 12 hr clock enabled
Make sure memories and interactive loading screen are disabled.
I used the FPS cheat and my vsync is working
Add: Island Paradise EP has a lot of bugs, Crin if your reading this I know you have that list on certain issues with IP you might want to post in this thread.
I forced the v-sync via NVIDIA panel and I'm 60 FPS solid.
Memories disabled and interactive screen disabled too.
Game stutters like crazy, always.
Reinstalled many times, with different graphic drivers on...
Nothing....
