Did you try resetting your user files completely by renaming the folder in documents and let it create a new one and did you get rid of the user files when you reinstalled ? Did you clean out the registery when you reinstalled ?
Really don't see why you have problems, should run very smooth (unless you play Islo Paradiso). I do assume you tried Sunset Valley when you only had base installed, right ? Did you have any Store content installed at the time or really just plain Sunset Valley without enything else and with a fresh user folder (just makeing sure and trying to get all factors sorted).
Also did the stutter start right after you started playing or was it ok for a while ?
Could you maybe post a video of the lags you're seeing ?

@all in this thread (FYI): I'm having troubles following everyone so I'm going to stick to helping the OP of this thread. You both have your own thread and I'll gladly help there but every case is different. Desktops are different from laptops and it depends on the programs you have installed etc.
You can of course continue the discussion but I'm not reading the posts. Just the OP one cause with all the other threads I'm helping in, that's all I can handle.

Yes everything done, no saved games, no store content , no CC, it's on a fresh install on a perfect fresh win8.1 format, etc. etc. etc.
Anyway it's a kids game and this company force customers to delete this, clean registry that, just to try to make thei faulty products work.
If I worked this way in my own work, I got fired in few days.
Completely nonsense!
You and I are wasting our time just to make this garbage working.
So now I want to get paid by EA, and you should too.

I'll gladly try to find out more for you but if you just want a refund and not waste your time any longer, get in touch with a game advisor through live chat.
There seem many users that have stuttering issues with these cards and yes, of course it's inefficiently programmed. It' still running on the game engine they made in 2003.
I do have a few more tips but I'm unsure if you still want help or not.

Crin, I have not tried IP yet but base game no lag, the game looks beautiful on the GTX770 on highest setting. Im running a test for microsoft right now on this error I have in my DxDiag. I will know by tomorrow if it's fixed, then I will add IP just to see what happens and if I get same problem as the others.

@pauljazz24. This is my old computer that got ruined by the 8.1 update. I played Island Paradise on med setting, FPS never went over 40, no overheating issues, played for about 2 months before my save files got bigger and issues started. I have to say this cheaper lap top did ok considering how messed up the game is

did your pc come with windows 8 and you switched to 8.1? It is possible that is your problem. Some people have issue with video problems changing form 8 to 8.1. I will not let my ASUS change to 8.1. --My HP got all messed up from 8 to 8.1. Why I went out to relpace my HP with a windows 8. As messed up as this game is, it played better on 8. Windows 8 from my observation is more stable than 8.1 on gaming
