My couple met at university, she moved in soon after, they are now adults, have been on 20+ dates, are having their 4th kid and the game still won't give them the option to get engaged or marry, even though they both want to! Why not?
Moving to a new savegame is the only non-mod solution I can think of (as stated above)

Yes, he was, but I had him end that relationship long ago.
They can't get past "romantic interest".
The game sometimes does not clean up old relationships properly, preventing the option to show up (that's a bug of course)
What's the icon on that relationship ? Does it properly show as ex-boy (or girl) friend ?
Unfortunately, I don't really know of a solution for this that does not involve a mod except moving both Sims to a new savegame. You should loose all relationship this way but I don't know if that's desireable for you.
She is listed only as an acquaintance.

Sorry my english, I'm not very good at it....but I don't see this error display in spanish. I am having the same problem, old relationships do not get erased. They call themself "ex", but in the genealogy they keep showing up like they where together. Like if university world mess up the reality of the sim once he get back to the other world. Once I start a romantic relationship ( boyfriend or girlfriend) with a sim I know I can't ended, because the option of "engagement" or "getting marry" will never turn up again.
I erased all the saved worlds I have, I even started a new family... ther error still showing up. It is not fun that way, it limitate the options of the game. Cause you cant full fill some life wishes, like having 10 diferents boyfriends...neither enjoy the option of celebrating an anniversary. I hope there something else I cant do, than the option of not getting marry any of my sims.
