A child sim won't communicate with anyone else and no one can communicate with him. I click on him and right click for options but it says "no interactions are available." I've tried deleting caches ...

Is the child the only Sim you can't interact with ?
Did you try resetting him with the cheat resetsim firstname lastname ?
