simports won't work with a single sim in a house there always has to be 2 minimum living in the house even if your only going to use one as the simporter
someone recently had this issue i'll search around to see if i can find it and will post back here

There is the Sim I want to send on tour and then her spouse and child. So it's never been just her in a house when I want to send her on tour.
What is your base game version right now ?
Open the launcher and check the number in the lower left corner.
If you're not at 1.67, please update your game.
