I can run the game from launch, load a world, even create an entire family. As soon as i go to load a lot to play with a family, it enters and zooms in, then crashes instantly. Every time. - Ive tried running on all the compatibility modes to no avail.

Try clearing your cache.
1. go to the folder C:\Users\USERNAME\Documents\Electronic Arts\The Sims 3
2. Delete the files CASPartCache.package, compositorCache.package, scriptCache.package, simCompositorCache.package and socialCache.package
Now try to start the game with the family that crashed, let us know if it works.
