I have sims 3 on xbox 360 and every time I try to download a lot which requires a package(which I already downloaded) it says: "Unable to download. Requires unknown downloadable content."

To answer your question - the Exchange for The Sims 3 in consoles was shut down a few years ago, that's why it is not working for you.
You can still use the offline features of the game, I hope you are enjoying it! 🙂
