@bff611  That is a very large save, but the .nhd files look fine; the only real problem is the TravelDB.package.  Did Regul Save Cleaner make any difference?  I don't actually know whether it affects TravelDB, or whether you have a choice about it.  Here are a couple other guides to cleaning saves, in case you want to try to cut down the TravelDB's size:

    https://www.nraas.net/community/How-to-use-S3PE-to-clean-up-your-save-game

But before spending time on that, I'd suggest trying a new save in Saffron Bay to make sure the world is still running properly.  And see whether an NRaas MasterController town reset helps.  The command is NRaas > MC > Town Options > Reset Everything, and it can be run from an in-game computer.  I would suggest putting back ErrorTrap and Overwatch as well, or adding them if you haven't before.

If that doesn't help, what season is it in-game, and what's the weather like?  Changing the weather, for example from rain or snow to a sunny say, might help.  To do so, open the cheats console and enter testingcheatsenabled true , then shift-click the ground somewhere to see various options.  Changing the season on the fly will have unintended consequences, so I'd only suggest it as an experiment, not a solution; changing the weather itself should be fine.
