It doesn’t say download or unlocked. It wants me to buy the actual packs in origin.
@AliciaBrock1113 If you used to own the Starter Pack, you still should. So you'll need to contact EA customer support to find out what happened to your content. If you still have access to the PC where Sims 3 was installed, try to find the product codes there so you can share them with the support rep. Here's how:

These codes might still be present even after an uninstall, so please check regardless of whether the game is currently installed.

When reinstalling the game they give me the product code. But only the base game shows not the expansions pack. And ea sucks with getting back to me. It’s been days now:/

@AliciaBrock1113 What I linked is a different way to find product codes, and the idea is that you might find all of them. I understand that Origin showed you the base game product code, but you don't need that, you need the packs' codes. So please look for them on your old computer.

Lol I don’t have that computer it’s been gone more than a decade. I contact ea finally and they claim I only had the base game but I know for sure I had the starter pack. I received an email saying it’s a problem other players are experiencing.
I’m just going to bite the bullet and buy CDkeys on a website that sells them for cheap. EA selling packs for 20$ for a game that’s more than a decade old is wild to me. But thanks for trying to help. 😉
