sims 3 handiness skill...not 100 % sims 3 base game, not expansions, TY

I have seen a bunch of issues like this but no answers. I have done 17 upgrades & the % stays at 81% not 100%

1. Auto lights - cheap chimney

2. auto water - sprinkler

3. Boost channel - cheap tv

4. change fire color - cheap chimney

5. change doorbell - any door

6. faster cooking - microwave

7. fire proof - stove or chimney

8. improve meal - stove

9. memory - food replicator - rewards gift

10.improve speakers - cheap radio ( not the smallest)

 11. improve crushing - garbage disposal

12. improve graphics - computer

13. perfect teleport - teleportation (rewards gift)

14. unbreakable - sink, etc...anything 

15. wire house - radio

16. silent running - cheap dish washer

17. self cleaning - any plumbing object
