I ran into this issue until my Sim reached level ten of scuba diving.

    I'm still having this issue even though my Sim is at level 10 diving. At this point, it's not a big deal for me as I've already uncovered the island. I think it started after the game froze after trying to check into a resort with a self-employed sim.
