I have this same issue.
I have a PC, running on Windows 7, which I got only six months ago. The computer card exceeds the minimum requirements and my Sims 3 and Supernatural are both brand new, and yet I can't get past the "Create a Sim" mode because it freezes and crashes.
I've uninstalled, reinstalled, and tried playing only the base Sims 3, but it still has the same issue.
From what I've seen this is a widespread problem with no clear solution from the staff of EA. If the general "unistall/reinstall" doesn't work, they pretty much don't know what else to tell you. Considering how expensive these games are, I hope EA comes up with a solution soon.
Last night I was able to get a solid hour of gameplay (not excluding the 7 saves I did 'just in case', each taking about 30 seconds). I think I might've almost found the solution to this.
1) Keep your graphics down as low as possible (it'll look horrible, but it's workable with advanced rendering).
2) Check to see if -all- of your Sims 3 Expansions are up to date. I found that my World Adventures, Ambitions and Late Night were all out-of-date with patching, so it's likely that if you've uninstalled, reinstalled and just patched after installing all of your EPs/SPs, something may be out of date. If any of the EPs I've mentioned have their second number as 0, it's likely out of date.
3) *EDITED TO ADD* I also found that I had a custom world installed. This was also uninstalled.
I haven't done -extensive- testing as of yet. I might re-introduce some of my graphics settings soon, but a solid hour of gameplay isn't too bad considering the all of 10 minutes I got initially, and the two minutes after uninstalling Sims 3 Seasons. This isn't a solution, but feel free to give it a try.
*SECOND EDIT* Okay, playing a second time and I had a crash within 20 minutes. Crashes no longer seem to stick to a certain time. The issue is exactly the same as the one had by Mac users, but I use a PC.
