Sims 3 seasons no weather effects to landscape

I've been playing through seasons and dont have any weather besides rain and thunderstorms. The landscape doesn't reflect the seasons, either. Im in the middle of winter and everything is still green...

Are you sure you mean the Sims 3 not the Sims 4? If the latter not all worlds have snow because it is too hot.
