Yeah that is actually interesting. Someone had the exact error beforehand last year (just with TS3Ep09.exe): http://answers.ea.com/t5/The-Sims-3/Please-help-Paul-dll-crashing-my-game/td-p/1089370
Unfortunately they never came back to us after crinrict recommended the following:

Does the game have administrator rights?
(Right click the shortcut > Properties > Compatibility > Privilege Level => Run this program as an administrator > OK)
Alternatively, you could try running the game through the Origin client. I am assuming you are using the Sims 3 Launcher currently.

Already running the game as administrator, it doesn't work.
Funny thing about Origin, is even when the game was playable, the launcher could never connect to Origin. And now when I click play in the Origin client, it opens the launcher which still can't connect to Origin.
