Sims 3 won't launch.

@Kuxarah Your dxdiag shows that you were in fact seeing the DirectX 9 issue, but the more recent crashes the dxdiag lists are of Razer Synapse. So try uninstalling all your Razer software and see whether Sims 3 works. If it does, you can try reinstalling the Razer software, one application at a time, and testing. Sometimes all it takes is an uninstall and reinstall, but it's best to test at least once with the apps not present at all.
If you still can't play, please make sure you're not still seeing the DX9 error. You can do that by looking for new errors in the Reliability Monitor. Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Today is on the right.
Look for an error that happened at exactly the time of your most recent attempt to launch Sims 3, specifically after you've uninstalled the Razer apps. If you find one, double-click it to see more details. This is the DX9 error from your dxdiag:

The Reliability Monitor entry will look a bit different, but you should still see that sims3launcher.exe crashed with a System.DllNotFoundException error. If you're not sure what you're looking at, feel free to post the RM info here. If you do see the DX9 error, manually install it (again), as described here:
