beebledeeble That's definitely strange. You could try uninstalling and reinstalling the 2005 x86 VC++ runtime that Sims 3 uses, which is typically not a problem but easy enough to replace. Open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, click the 2005 version (it won't say x86, but it's the right one as long as it doesn't say x64), and uninstall. Get a new one here:

You only need the x86 version, not the other two. Restart after installing and before trying to play.
If that doesn't help, what antivirus do you use? It's possible (unlikely but possible) the AV is blocking the game's access to some resource it needs. You could temporarily disable the AV, just as a test; your system should be safe as long as you don't do anything else at the same time.
