SIms 3 World Adventures Won't Allow Me to Purchase a Vacation Home

I reached visa level 3 in my sims game for France. Then I purchased the partnership with France. But, I couldn't purchase a vacation home. I tried going on my sim's cell phone (while still in France) and there was no option for purchasing a vacation home. I spoke to a chat support advisor who didn't help at all and was very rude to me and he said I had to post the issue here. Can anyone help? I  really want to purchase a vacation home.
