Sims look weird
See attachments. My computer has switchable graphics, it can switch between the ATI Mobility Radeon HD 4250 for power saving and the AMD Radeon HD 6470M for high performance.
That didn't fix it.
Assuming that the hotfix didn't help, try this:
Open the ATI Catalyst Control Center (oder download it) in advanced mode and click on Return to Factory Default.

It might also be an issue with the graphic card itself.
As I asked before, are you just seeing this in CAS ? Do you have issue with any other games ?
The hotfix didn't help. Everyone looks normal from a distance. I don't have any issue with other games.
Did you try resetting the graphic card to factory default described in my last post ?
There's someone else with the exact same issue. They have a similar card.
EDIT:
Been looking around the net and there a lots of people with this issue. I do think it driver related so you might wanna try switching back to an older graphic card driver.

Yes.

I have installed this driver. Installing an updated driver from AMD's website makes the computer always use the power-saving GPU (ATI Mobility Radeon HD 4250). No older versions are available.

Didn't do anyhting.
Unless 60°C is too hot, my computer isn't overheating. Changing the graphics settings didn't help.
I told you the same situation, the result I put the performance into a power saving mode, the sims normal
