I had this happen when I was trying to place the Lucky Palm casino after playing in the town for awhile. Apparently, if you don't place buildings down right after loading a new game, maybe spawners (or who really knows what) pop up on the empty lots and create issues when trying to place buildings on these lots.

First, make the lot a community lot with visitors allowed. Then, click on the lot once with the bulldozer. This should reset the lot to community lot with no visitors allowed and fix whatever glitch the lot had. Now, you should be able to set down the Elixir building on it without any problems.

If that doesn't work, you can bulldoze the entire lot and then place a new lot of the same size. Hope that helps!
