This sounds like the Front of your Lot is set in the wrong place. If you type:
Ctrl+shift+C to open the cheat console, then type
testingcheatsenabled on to enable cheats, then go into build/buy mode

Then ctrl+shift+click the area of your lot next to the street and click the "Set Front of Lot" button that pops up. Little, white arrows should point to the lot-front after you click it.
