If it's working with other games it's probably something about the savegame.
How big is the folder of this savegame ?

I am experiencing the same issue. I'm 100% sure it has nothing to do with my computer specs. Using desktop built less than a year ago by bf who is nutso about specs and whatnot. Anywho. I am experiencing exactly what the OP posted about. Unable to save, no error message, just stuck on the saving screen. I have EP's generations, ambitions, showtime, university, supernatural, seasons, and Island paradise. No SP's
I tried resetting the game to factory settings without re-installing using the following guide (I noticed you are also the person who posted the guide):

I created a new game and the new game did save even after moving the options.ini file from the backup folder into the new sims folder. This was the first file I moved. Once I confirmed my new game saved, I moved the saved games folder from the sims3_backup folder to the newly created sims 3 folder. Now my saved games folder consists of the brand new saved game and my old saved game. I tested the game using the old saved game and I cannot save, so the problem has to be the old saved game right? I'm not sure what to do at this point but I'm really hoping it can be fixed. Any help is appreciated.
The size of my old saved game is 553MB. I do have CC but since a new "the sims 3" folder has been created, and I was adding folders back 1 at a time, I have not yet added the CC. I have no mods to my knowledge.

Edit: Solved my own problem...again!
So I noticed in my old saved game there is a .package file for each .nhd file. This does not exist in my new saved game (with the exception of the file which exists in both the new saved game and the old saved game). I moved the .package files to my desktop (again with the exception of the TravelDB.package) and ran the old saved game. My save attempt worked! I have no idea why so if you could provide me with some information on that I would greatly appreciate it. hope this helps someone else!

Hey, snowflake719, thanks a lot !!! Finally! I was searching throughout the internet forever to find a solution for this stupid save-freezing issue. You are brilliant! Your last 3 rows of your comment saved my sims. I also don't know what those .package files are for, but when I moved them to another location on my harddisk, I was able to save again.
