stivhatten Please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
Please also let me know whether you've taken steps to limit your in-game framerates, AND confirmed that the limit is being respected. To check, enter the cheat fps on , and a counter will appear in the upper-right corner of the screen.

About the fps, I've only limited them through the Smooth Patch. I've recently set the limit to 30 according to some experiments done by others, but before that, my limit has always been 60 (and it has worked flawlessly). I will again play Sims 3 soon keeping an eye on the counter you mentioned, and I'll let you know.
