THE SIMS 3 ISSUE WITHOUT CUSTOM CONTENT

I'm back with another issue that I found inside the sims 3. However I found no solution, not even through mod the sims website. When inside CAS the game responds fine, Outside of CAS the game responds fine as well. Only issue is when I'm in Tab mode and press the "Q" key which moves the camera down and the lot looks the way it would as if I was in CAW tool. Except this is when I'm loading in any world in Sunset Valley and etc. Someone told me it could be the Blue Lot issue except I own no custom content inside my game for that matter and It's upsetting because I can't fix the issue myself however using Delphy's Sims 3 Dashboard it shows some conflicted/corrputed lots by different expansion packs

@Acidscherrie A dxdiag would work, and it would be the most comprehensive look at your system, at least among the reports that can be posted without sharing personal information. You can run one and attach it to a reply here.

If you'd prefer, the first 40 or so lines of the deviceconfig (up to where the game options start) will list the essential components, as well as what the game thinks of them, e.g. whether your graphics card and its memory are recognized. Your user and machine names are around 25 lines down, so delete those if you want, but nothing else in the file is personal information.
