@dannyowns_u Where did you purchase the other packs, both the ones that don't download and the ones that do but won't show in the launcher. It's possible that you received bad codes and that it took a while for EA to cancel them. The usual result is that the packs download but don't load, so I'm not sure whether the downloading issue is related, but it's possible.
Walmart years ago back when they first came out. I have the Physical box copies of the ones that won't even download and install. Not sure how they can be bad codes since I have a legit physical box copy. As for the ones that don't show in the launcher that I bought digitally they are island paradise and into the future. Those 2 installed fine though and gives me an option to select them in the launcher.
