The sims 3 question

I would personally get a better case - I'm not a big fan of overly-used LEDs in a case. I would much prefer a Corsair or NZXT case, but of course the aesthetic choice is yours.
You don't need 16GB of RAM. Period. Stick with 8GB.
I would see if you can get an SSD or at least a SSHD for better speeds, as well as a normal hard drive.
But apart from that, the computer will be completely capable of maxing out TS4 and TS3 with all EPs, patches, CC, mods, etc.

You could perhaps look around a local Microcenter if you have one. If you're desperate, perhaps you can find some PCs in Walmart, Best Buy or Target, but they're likely to be less value for money.
