nfsrpfan If you'd like help getting the game running, let me know. There's no reason Sims 3 shouldn't work on current hardware or in Windows 11.
If you do want to reinstall, it's simpler to do so through the EA App, that is if Sims 3 is showing in your game library. Sure, there are advantages to an all-disc install, but it sounds like you get the prompt to use Origin, which means there's no getting around the EA App, so going directly through the App has no downside for your setup and also means fewer points of failure.
Anyway, if and when you want to reinstall, temporarily disable your antivirus first. As long as you don't do anything else at the same time, your computer should be safe, and you can reenable the AV after you've tested the game for the first time.

I've tried everything short of reinstalling my OS and that should NOT be necessary.

I would add the dxdiag but it has too many identifiers (id keys etc) to censor out so I'm not going to as this forum is very public.
