Unable to Launch Sims 3 Create-A-World

You're getting this error because you have to use a specific version of CAW for whichever patch level of Sims 3 you have installed.
So, if you have patch level 1.67, you have to use the 1.67 version of CAW. If you have patch level 1.69, you have to use the 1.69 version. You can see what patch level you are on when the TS3 launcher opens. Look in the bottom left corner, under all the buttons.
Also, make sure that you're downloading a copy off the official Sims 3 site, not Internet Archive or some other place. Some of those copies are either no good or mislabeled, so that people who have patch 1.67 are downloading 1.69 versions of CAW and vice versa:

If you're having problems downloading via the Edge Browser, then use a different browser (like Firefox or Opera), or in Edge, look for three dots next to the download, click on them, and choose "Keep."
With that being said, you won't be able to use a feature of CAW called Edit in Game using EA App at the moment. So, if all you want to do right now is play around in CAW and learn the ropes, that's fine. But at the time of this writing, if you want to use Edit in Game, you'll have to do one of the following:
- Go back to Origin and use a hack to keep it from being updated: https://answers.ea.com/t5/General-Discussion/Why-am-I-getting-forced-to-install-EA-App/m-p/12331941#M137136
- Go back down to patch level 1.67 of The Sims (by reinstalling by disc, if you have them, and with a base game disc that isn't tied to Origin).
- Switch to Steam, but the problem is that you'd have to rebuy everything over there.
