Unable to load any saves, saying I'm missing expansion packs?

Hello, 

I recently purchased the Sims 3 bundle on Steam with every expansion pack. Since buying it, I have not been able to successfully save any game, as every time I try to load a save, the game tells me that I am unable to load the save due to expansion packs missing. I have seen some other people have similar issues, but have found nothing that helps me with this. 

I have some theories about why it is not loading. #1 I used to have an EA/Origin account with a different email and recently made a new account that I linked with Steam. I was logged into the wrong account on the EA app when opening the game with Steam. IDK if that matters. #2 I was also logged into the wrong EA account when logging in on the Sims 3 launcher (if that makes sense) I did try to switch it to my new account.

When I go to thesims3.com and sign in with my new EA account (the one linked to steam) none of my packs show up as registered. I try to register with the codes given by Steam when I bought it, and I am told the code isn't valid or already used. 

I am so lost and don't know how to fix this issue, I just spent like $120 on this game and multiple hours playing without being able to have an actual save file.. please help!
