@Nargum Sorry for the late-ish reply; I wasn't around (online) yesterday afternoon and evening.
This isn't immediately relevant, but when you reinstalled Windows, you installed build 1909, which will go out of support in a few months. It's not likely to be causing your issue; I just figured I'd mention it.
What is relevant is that many of the Sims 3 errors in both dxdiags reference MSVCR80.dll, a component of the 2005 VC++ runtime. Sims 3 uses the x86 version, and its absence or corruption will crash the game every time. The runtimes only started being cumulative with the 2015 versions; each of the earlier ones is standalone, so Sims 3 can't and won't use anything other than the 2005 x86 runtime.
Please download a new copy of the runtime from Microsoft; if you already have it installed, uninstall first (don't repair, do a full uninstall) and then download a new copy. You can get it here:

Restart your computer after installing and before trying to play. If you get the same error, please clear Origin's cache (again, if you already have) and repair the game: open your game library, right-click on the Sims 3 icon, and select Repair. If you've taken steps to get your graphics card recognized, the repair will replace the .sgr files with default copies, so save your current ones elsewhere before repairing. But please try to run the game at least once with no changes to any files.
If this doesn't help either, you may need to uninstall the game, clean your computer's registry, and reinstall. The error you're seeing is often caused by extra registry data or a mismatch between the game's entries and what Origin expects. Downloading from Origin is more efficient, that is if you're stuck with Origin anyway, and it doesn't carry the risk of incomplete patching or registry mismatches. If you don't feel like combing through the registry manually, CCleaner or Revo Uninstaller will do it for you; let me know if you need instructions.

I've made everything you asked me, but it didn't work,
and in this sense, EA made a wrong download/install for me through Origin: yes, all my games are and were always downloaded through Origin Download Manager - this supercomplicated loader: the why the installing wasn't well-done I don't know =/ ..
Windows was reinstalled correctly, as well as Microsoft made its updates and installings correctly, as well as Steinberg [through its download manager, Steinberg Download Manager] made its downloads and installings of two softwares, way heavier and way more complicated than ts3 (cubase 10.5pro and wavelab10 -each one has more than 20GB-, just as other vsts plugins equally heavy), Adobe as well got to do its redownloads and installings and updates through its Creative Cloud correctly, and everything's working wonderfully fine, with no problems of audio neither video, no .dll problems, frameworks, etc., all the mentioned above are working perfectly in my machine, inclusive the own Windows[10pro x64], it's a good machine, as you can see through dxdiag, there's no problem of hardware, there's no problem of licenses, it's all original: only EA failed, as always =/
I've done a complete registry scanning with Norton, there isn't any registry problem nor viruses, except Origin's bad functioning - because it's something that was never different-, it's inexplainable what's happening.
If I haven't another way which can be tried anymore, I'll try to redonwload it once more, even though under extreme conditions, and I maybe have to do this at least three times, I don't know.., for liking so much something extremelly bad-made. If I were in my country I'd have better conditions of fighting, but here where I am it's not possible, but I'm very thankful for all your attention,
It was always like this, it were the users who fixed this game and turned it possible, and I'm very upset with EA.., if you have anything else which I could still try, I'd appreciate it, I'll stand by for today and tomorrow begin the reinstalling process, and see if the problem solves by itself.

@Nargum Have you installed the 2005 x86 VC++ runtime? If that didn't help, you can try moving your entire Sims 3 folder out of Documents\Electronic Arts; this will address any issues with the game's options.ini file or with other user content.
You can also try uninstalling and reinstalling .NET Framework 3.5, which Sims 3 uses as well. Hit Windows key-R and enter "appwiz.cpl" without quotes, then click "Turn Windows features on or off." The .NET runtimes should be listed at the top. Click the box next to .NET 3.5 and let it uninstall, then restart your computer. Repeat the process, except click the box to install, and restart again before trying to play.
Less likely to help, but also less time-consuming than a reinstall, is trying to play in a clean boot.

If may (or may not) help to disable your antivirus as well, if you're looking for other things to try.
Still, I think a registry issue is the most likely culprit. Your registry looks like it has more Sims 3-related entries than it should, or at least it has more than mine did the last time I installed using Origin. I still think this may be a registry issue, and while uninstalling, cleaning the registry, and reinstalling may be a chore, there's a way to possibly save a lot of time:
- Copy the contents of the game's program files—as in, everything in the Origin Games folder or wherever the game is installed—to another location on your computer
- Move the pack folders (labeled EPx, SPx) out of the copy you made of the Sims 3 folder; you'll use them later
- Uninstall and remove all Sims 3-related entries from the registry
- Clear Origin's cache (again)
- Start downloading the base game, and pause the download
- Copy the Sims 3 folder from above into the install location
- When you resume the download, Origin should verify the files and finalize rather than redownloading all the game data
You can repeat the process for each pack, but it's a good idea to verify that the base game works first.
By the way, Origin downloads content in the order it feels like using. Given the way an Origin install is structured, it shouldn't have any effect on your ability to play.
